Was taken with out permission by my brother.he ran out of gas on Franklin Street chaple hill nc 3 days later he said and car wasn't there when he returned. No record of car being towed . Insurance will not pay for rental or theft of car .I've done everything and been top-leve Police department in 2 counties multiple times. Can't get anybody to hel
